when working on the strategy for the meeting on 3 November, I will keep in mind your wish for us to indicate the issues we wish to raise, with a view to producing a summary either before or at the beginning of the meeting. The initial phase of our preparatory effort should be completed by 18 October 2004 and I will send you at least a progress report at that time.
