Planned legal scrutiny of ECOMET rules and practices
In spite of the somewhat surprising outcome of the ECOMET General Assembly in Vienna
9 December 2004 as regards the legal scrutiny process agreed at the ECOMET-PRIMET
meeting in Oslo on 3 November 2004, we would still like to further discuss how to proceed
towards the planned study.
A possible approach could be that the package of documents referred to in the Oslo proposal,
i.e. a refined position statement by PRIMET and an explanatory document by ECOMET, are
as a first step produced in parallel by an agreed deadline.
These documents together with any background material could then be used for a Request
for Proposals addressed to, say, four legal firms, two selected by ECOMET and two by PRIMET.
Obviously the issuing of the Requests for Proposals and the consideration of the resulting
proposals would have to be strictly coordinated between ECOMET and PRIMET.
