Dear Daniel,

An ECOMET Legal Task Force has been looking at ECOMET practices in relation to EU and national competition rules. The Task Force will meet in Oslo on 2 November. I thought it could be useful with a meeting between those participating in the Task Force and representatives of the Private Meteorological Sector. Hopefully we would be able to resume the dialogue?

On behalf of ECOMET, I would therefore like to invite representatives of the Private Meteorological Sector to such a meeting here in Oslo on Wednesday 3 November, starting, say, at 0930 and ending in the afternoon the same day. We anticipate that the meeting might discuss:

1. Concerns of the Private Meteorological Sector in relation to the National Meteorological and Hydrological Institutes in Europe.

2. How to proceed in practice with the discussions between the Private Meteorological Sector and ECOMET.

Of course you are welcome to suggest other or more specific items for the agenda.

From ECOMET, representatives of the UK, France, Sweden and Norway would attend the meeting, as well as the Chairman of the ECOMET Working Group, the Chief Executive and myself. The people from the Task Force are well aquainted with the relevant legal framework, I think. Furthermore, I think it is important that the discussiuns with the Private Sector are carried over to the ECOMET General Assembly by a group large and competent enough to have a good impact there. I would therefore suggest that you could include a matching number of people in your delegation. On the other hand, if you prefer a smaller meeting, we would certainly be prepared to downscale our delegation.
